Yes! You get full rights to the design, and all files if you want to tweak it.

See my example designs for reference. If you're not happy with what you get, you can still get revisions to be sure that it's right. And making the deal better, you get all files so you can take it to someone else if you want to. For basic and standard, I try to have the same quality level, only offering better perks on Standard.
